Steps 1 & 2.    Cleco the R-1015 left and right halves together, making sure the aft end, which is to your left in the picture, of the left stiffener is on top of the right.  I placed a "top" marking on each of the appropriate halves to ensure I got this right. 

Final drill the holes common to each shear clip and stiffeners.  Use #30.  Do this for all the stiffeners.

Step 3 & 4.    Clecoed your creations to the R-1002 spar.  The orientation of the clecos will give you some fits.  There’s a lot of interference, but moving them around some will give you a good fit. 

Also cleco the reinforcement plates to the spar, as shown.

Step 5.     Drill out the holes of the shear clips and reinforcement plates in common, using a #30.  Did this for the top rib, too.  The rudder seems to be coming together faster given I'm much more confident that when I started the VS.
